Job Overview

Reporting to the Director, Community Operations, the Manager, Safety & Security is responsible for the oversight and delivery of the Haisla Nation Council’s fire and emergency services and the occupational health and safety program. The Manager, Safety & Security is responsible for organization and direction of Council’s fire and emergency services in order to ensure that loss of life, property, or injury as a result of fire is prevented and/or minimized. This includes ensuring effective emergency management strategies as well as supporting the development, coordination, and administration of the Haisla Nation Council’s OHS program by educating employees on workplace safety measures.

The Manager, Safety & Security Services is responsible for the leadership, management, and supervision of the Assistant Fire & Emergency Coordinator, the Fire & Emergency Coordinator, and the Occupational Health & Safety Officer.

Duties & Responsibilities

Fire & Emergency Services:

  • Work with the Director, Community & Engagement to plan, coordinate, evaluate, implement, and maintain fire and emergency services.
  • Acts as the sole authority and command at the scene of a fire.
  • Ensure that firefighting equipment is monitored on a regular basis and is in good working order.
  • Organize and facilitate meetings and exercises and participate in the analysis of program issues.
  • Ensure alignment of the Haisla Nation Council’s fire and emergency services with the highest standards of emergency management.
  • Manage and participate in recruitment, performance evaluation and discipline of fire and emergency services staff.
  • Develop all policies and procedures concerning fire and emergency services in accordance with bylaws, legislation, and the Office of the Fire Commissioner.
  • Create reports on emergency response activity and present to senior leadership for risk mitigation and/or program improvement as required.

Occupational Health & Safety:

  • Support and contribute to the development, implementation, evaluation, coordination, and administration of written health and safety policies, procedures, and programs, for all aspects of occupational health and safety, ensuring compliance with relevant legislation.
  • Coordinate internal and external safety training courses and testing for Haisla Nation Council staff.
  • Ensure appropriate and timely incident reporting, investigations, and risk assessments as required exercising discretion and adherence to Workers’ Compensation Act and OHS Regulations.
  • Advise senior management on legislation and internal policy and procedures.
  • Monitor and report to senior management on levels of compliance.
  • Manage and participate in recruitment, performance evaluation and discipline of OHS staff.
  • Lead risk management and hazard assessment initiatives, including training in risk analysis and mitigation, corrective actions, and monitoring effectiveness of new and existing control measures.

Skills & Qualifications

  • Bachelor’s degree in Emergency Management or a related field, or an equivalent combination of training and experience.
  • Completion of firefighter training by an accredited provider.
  • 3 to 5 years of recent related experience, including providing fire and emergency services to a smaller community and supervisory experience in emergency and command and control situations.
  • Proven leadership capabilities in program management and the supervision of staff with the ability to lead projects and work with diverse individuals to identify issues, design solutions, and evaluate results.
  • Experience working for a band government or Indigenous organization is an asset.
  • Strong knowledge of principles of occupational health and safety, best practices, legislation and ability to convey information to all levels of the organization.
  • Knowledge of budget development and monitoring budget variances.
  • Ability to set goals and implement an operational plan for the department.
  • Ability to accurately analyse and summarize health and safety data and emerging trends to identify health and safety needs.
  • Strong analytical and problem-solving abilities, with a focus on data-driven decision-making.
  • Strong incident investigation skills including causal analysis.
  • Strong working knowledge of Microsoft Office (Excel, Word, Power Point) and various databases, search engines and Outlook/email.
  • Strong organizational and time management skills with an attention to detail.
  • Strong interpersonal, communication, and presentation skills with the ability to professionally connect with and influence a diverse group of individuals.
  • Excellent interpersonal and communication skills, both verbal and written.
  • Ability to meet intensive and changing deadlines.
  • Experience in change management and organizational development.
  • Valid BC driver’s license with access to a reliable vehicle.
  • Satisfactory completion of criminal records check (with vulnerable sector screening if relevant).
